They will be gainfully employed throughout the major portion of their stay in the United Kingdom, and in the circumstances, I am inclined to the view that both employers' and our own payments must be treated as taxable emoluments if we proceed on the present basis.

If we wished to treat the element payable from public funds as a purely non-taxable subsistenc allowance, this could not in any way be related to a tax liability on wages and would have to be paid at authorised industrial subsistence rates, quite irrespective, within certain limits, of actual wage rates. In view of the anticipated wide variation in wage rates, this does not seem a very promising approach.

It is stated in the draft memorandum that the F.B.I. supplement wages to produce a net figure of £30 a month. It would be interesting to learn how this is achieved, and if for political reasons it is regarded as essential that our graduates should be treated as far as possible in exactly the same way as the F.B.I. men, then I think that further information on this point must be obtained before we can decide on what basis we are going to proceed.
